The written "Sports regulation" in Saitama city

2 pages of paper "Sports regulation"

I read the Saitama city regulation which was created 2002 lead by current city mayer Mr.Shimizu. It says only guideline. No concrete,detail things are written.

But it clearly difine the "role of Saitama city government" and "rolle of citizen".

It says Saitama city will make a concrete "comprehensive sports execute plan" and the city will excute it. 

How to use "the excute plan" effectively

If I want to do something related sports or sports business,I need to read the "excute plan" which was made by local government very carefully.And I need to do some action to the citizen,sports federation,sports business partner,local government employee and city council members.

If I say " I want to make some action according to the city excute plan". It will have them make some their action smoothly and actively.

We live a society which has intangible organization and asset,People follow "the rule or regulation"

I have learned and attended many sports businss related seminor for about a year.

But I have not focused on a law and regulation. It is my negligence !
